Below is the full method to my experiment.

:· Fill bowl ¾ full with water using measuring cup.
:· Cut string so that it is 1 inch above water level.
:· Tie one end of string to paper clip.
:· Tape one inch of string to middle or ruler/stick.
:· Sprinkle black-pepper over surface of water.
:· Stir water in clock-wise position with spoon.
:· While water is swirling, dip paper clip in center, 'the eye', of bowl. You’ll be  surprised how 'fast' it spins.
:· Repeat experiment about 4 more times, dipping paper clip in a different place each time. Where does it spin the most?

*The black pepper is gently sprinkled over the water to make it easier to see the movement and speed of the water. Though after 20 or so seconds of not stirring, the black pepper will sink to the bottom of the bowl. So it is a good idea to give the water a good turn every few seconds after the initial stirring.

As you can see, the paper clip is in the center, and is not moving.

 

When the paper clip is towards the edge of the bowl, it spins the fastest.
