Hypothesis
Just like in a car, oil is thicker (or more viscous) on a cold winter day. When it warms up is becomes thinner (less viscous) and flows more easily. My hypothesis is because oil flows more easily when it is warm it will spread faster in tropical waters and cause more environmental damage. Storms will make things worse by pushing the oil even faster and farther.
